How can a PNM get letters of recommendation.

Ask alumni of the sorority that you're interested in. Most sorority websites should list an address of where to send those letters :)

Have your Mom to ask all her friends if they were in sororities. Ask your teachers, friends' Moms, any women that you know, etc.
