why did sororities drop so many girls before round 2?

There's a formula. Sororities with historically higher return rates get to keep less girls (because based on historic patterns, the ones they want to keep will also want to go back to them). So depending on how well they've rushed in the past, they get to invite back a corresponding number of girls. They don't decide how many to drop, but rather they're told by Panhellenic how many they're allowed to invite back.
