Universities are not allowed to punish all of campus fraternities for the actions of one (ATO). Collective Punishment is a violation of the Geneva Convention. So in theory, the hill can pretty much just secede from the University.

The university can punish any student and student Orgs (including Greeks) that violate the University code of conduct. And since Lehigh is considered a Private school they have that right to do so. Look it up.
