Top groups are going to be extremely competitive for the few spots they have remaining. Shoot for upper mids or mids like PKP, DSP, PKA, PDT, Beta, SigEp they will probably have spots open and be good times but there's still going to be a decent amount of competition so do your best to meet as many brothers as possible and make a good impression, try to go in groups with friends if you can so it's less intimidating. You'll be fine.

Fraternities don't have any requirements other than their own. Some fraternities do want to get as many as possible, others are shooting for a certain number that they have found works for them. The 'bigger is better' approach brings in guys from more varied places and backgrounds into a larger group and they will keep full on rushing basically to the end. The 'keep it to a certain size' fraternities recruit early and more selectively and when they hit their number they ramp down their rush activities but will still take a guy toward the end if they think he's a good fit.
The best strategy for a rushee is to check out the guys who have already accepted bids because that would be the pledge class and the ones that he will be close with for four years. You may like the members who are rushing you but your pledge class will make or break your experience.
