Why would a house ever become dry then?

Usually it's because they have issues with partying, grades, people getting hurt ect. When parties get out of control and people get sick/hurt or when grades/gpa start to drop the fraternity will remove alcohol to encourage scholarship and safety. It's more of a PR thing.

Usually they go dry for liability reasons. I know SAE went dry when they got in trouble and still are because insurance is much cheaper. Sigma Pi also when dry this year for the same reasons. And I don't think pike is going dry, those were just rumors when they got in trouble
