No, you aren’t guaranteed your first choice but you are guaranteed a bid.
Let’s say quota is 80 and 160 PNM’s attended pref at both houses. When the computer goes to bid match you, it will see which house you ranked 1st (Theta). If you are one of the top 80 names on Theta’s bid list, then congrats - you’re a Theta. If you aren’t on Theta’s top bid list, the computer will keep bid matching all the other PNM’s. If Theta meets quota before your name matches the second time around, then you’re not a match. If Tri Delt is not full to quota and you rank higher on their lists, then you would match to Tri Delta after having missed both chances to match with Theta.
If both houses fill to quota before you bid match because you ranked low on both pref lists, then you will be added as a Quota Addition - most likely to Theta (because RFM wants to reward you for it suiciding by matching you with your #1) unless there is a big difference in chapter size and then you would be more likely added to the smaller size chapter.
Using this matching method, the majority of PNM’s do match to their #1. BUT - there is always a chance you’ll get your 2nd choice and without knowing where you fall on their bid lists and how many other PNM’s ranked both their #1....there’s no way to tell you your own odds.
Neither you nor the chapter will know if you are a Quota Addition, by the way. They’ll just know that they had QA’s.

Why would you get your second choice?
