Absolutely no way.
In Phi Mu, legacies are only guaranteed an invite to the second round (so they shouldn't be cut during the first cuts). I think most sororities have similar policies but not all of them do.

Yes, this is true. Chapters cut legacies and make room for non legacies. No one who the chapter feels fits well with them will be ousted because there are too many legacies.
