That's not what extra rounds mean. Extra rounds mean that more girls then expected wanted your house back, they're good things

I've been told extra rounds are for chapters who didn't make as many cuts because they still have more girls to go through.

No, if you've "been told" then you're a pnm. I'm an active, we know the recruitment rules, we've been training with them for over five months now. Houses have estiments at the beginning for how many girls they will retain or get back and how many they need to cut and so forth. If a round is added that is because more girls wanted them back then expected.
