Who said they weren't allowed?
Three years ago, Panhellenic decided to expand by two sororities. All national sororities had the opportunity to present themselves, and ole miss chose which two they would invite on campus. They wanted to give these sororities a good chance to survive and thrive at our school, so they decided to limit expansion until these two were firmly expanded.
I'm not sure what was promised to these two as far as future expansion, but nothing is saying they won't be invited to colonize in the future.

The troll @ #2 has his urban legends mixed up -- that's what they used to say about DG at Bama before they came back to campus. The rumor persisted for decades after they closed (although, of course, the real reason they left was numbers).
