I know for sure from going to functions that Pi Kapp and Chi Psi have multiple black members.
I honestly don't hang out with many other fraternities, but you could look at their Facebook page. Usually the fraternities have group pictures. I think most fraternities would be fine with awarding a bid as long as they liked you no matter of what race you are, however some of the most established chapters could have alumni that would make a bid more difficult just like the sororities.
