This is an impossible question to answer. Most top tier houses are forced to cut half the pnms after water parties. So over half will not even have a clue about their rush.
Same thing goes for the bottom houses that girls will drop after water parties.
This question is so bias! Of course everyone is going to say their sorority.
Pnms will just have to go through rush themselves to find out
Historically the three top houses have 95-100% return rates after water parties, so I would obviously have to say those houses put on the best first rounds.

but it doesn't mean we can't get our hands on them. stupid. we all want to know how our own house did the first day so we want to see those rates and if you think we can't figure out a way to get to them you're just plain dumb.

There was one house (NOT on your list) that had a 100% return rate. I KNOW this for a fact. Panhellenic actually had to go back to this house after the first round and required then to drop additional girls.

OP asked for who put on the best rush...which is really hard to say which house had the best rush considering that actives really don't know for sure who did, but we would like to say that our house did the best job.
This question is hard to answer and if you do get answers, all of them would be biased towards our own houses. This is only to create drama and it's ridiculous.

I can just assume you're in a "top house" bc you're entire response post was about how top houses must cut so many and they get 100% return rates. which also is not true. I was a Gamma Chi and I saw the return rate percentages. Some "mid and bottom houses" had higher rates for the first day. Honestly sitting in on this past rush, I would say AOPi, Kappa, KD, and Chi O had the best rush.
