Are grade cuts based out of a 5.0 gpa? I'm planning to go here and I have a 4.9

Where the hell are you coming from that you have a 4.9 GPA?

Standard grade scale is a 4 point scale. If you have a 4.9, your grades are clearly on a different scale. Your grades will have to be converted to a 4.0 point scale to be comparable.
