greek ranking

Being new to this system I was wondering how the ranking of top tier, middle tier and lower tier are developed. Is there a formal organization like IFC that produces the list? It appears that it is just peoples opinion. I see lists where people say, if you move this house to here and that house to there then your list would be accurate. I just assumed that some organization developed an "official" list.

well, you would be wrong. All of the "top, middle, bottom tier" comments are absolutely nothing but personal opinions. And you know what they say about opinions.....
