All the top houses had to cut close to 1000 girls after the first round. Bottom houses had much smaller cuts. It's because the top houses have higher return rates. The end goal is to have similar sized parties. If the top and middle houses didn't cut anyone, nobody would be at the bottom houses parties. Or close to no one. There are always those who chose the bottom houses.

The first round is the easiest cutting round, it's all about GPA and who they know they aren't going to take they're not going to take up space with on their role as harsh as that sounds. All houses could ask back only a certain amount of girls as set by pahellenic. It doesn't matter what tier, they don't care. It's just a numbers game and every year it changes with who cuts what number of girls due to who made the biggest impression and who got the most girls to ask for them back. (Also, some sororities that already have their lists already know what girls they'd be open to and don't, other sororities like to get to know the girls in person, so there's a big factor in numbers there too.) You should feel special when you get invited back to any house, that's the girls saying they want at least one more look at you! But yes, first day is traditionally the heaviest cut across the board, but individual sororities will pick what day they feel comfortable enough to cut more people outside of panhellenic standards.
