Most of that information is outdated now that most all campuses use RFM (release figures method).
Basically, the number of women SIGNING BID CARDS AFTER PREF is divided by the number of chapters participating in recruitment which then yields an equal quota per chapter. (100 women signed cards, 5 chapters participating, quota is 20).
There is a caveat to that. With RFM, the computer program also takes into consideration whether that number will place the most women....hopefully all of them. If all women match with that number, then it's a go. If not, then the program adjusts quota until all women eligible are placed. (eligible women being those who "maximized their options by attending all the parties they were allowed to attend and who listed the full number of options on their bid cards).
Are women not matched? Sure. Mostly because they failed to maximize their options by leaving someone off their bid card or suiciding - listing only one group when they could have listed more (attended more than one pref).
