how do the pre-rush summer parties work? do you just contact the rush chairs of different fraternities and wait for them to respond? i don't know anybody in oxford so i need all the help i can get thanks!

Obviously nobody has an answer for you. there are no official pre-rush parties. You will need to contact for fraternities directly for any activities they may have planned, but without knowing anyone, you might be out of luck.

Do a lot of houses even do anything prior to the start of school?

Even if he knew people, a lot don't do things during the summer.
