Do all sororities give out COBs and when does this take place? How do I go about getting one...I’m from OOS.

Only houses that are under the allowed chapter total are eligible to do COB but they don't have to and the larger houses don't feel the need. If you went through recruitment, no house that released you will offer you a COB. As stated, your best chance is to know girls in a house and find out from them.
