legacy and local versus looks

Just curious. What about a MS girl who is a transfer? She has great grades and is very pretty. She has a rec for every house but is not a legacy. How much weight do the sororities put on legacy and connections when you have a very beautiful girl, great grades, and great personality. Would a "top tier" sorority consider her?
