I'm a freshman from oos and I think the ranking is pretty close based on my rush group's preferences going into rush. Some of the houses are so similar, so it's difficult to rank. Here's my take with no particular order on each level:
KD, DG, DDD
XO, KKG, PM
PiPhi, AOP, AP
ADP, Theta
Full disclosure: I pledged one of the upper middle houses, and I am very happy. Levels don't define how good a group is--it just defines initial preferences, which may be different for everyone.
