It's an imaginary system to make immature 13th graders feel better about themselves. Only a small number of people actually care about it, they are mostly Mississippians and they love to endlessly share their every waking thought about how much higher on the 'tier' their sorority/fraternity is than every other sorority/frat.

Tiers don't matter. I have best friends in sororities in every tier and they're all equally great girls that just ended up in different houses for various reasons like their legacy or their grades.
