tiers are made up by who the top fraternities want to pair with and the top 7 just cycle through pairs with each other

That is correct and the top 8 sororities you have listed all pair with the same frats.

I don't agree with that ChiO is ranked higher than DZ and AXO. I would change that and put AXO, DZ then ChiO. Although, I would agree that they are basically the same in ranking but ChiO has a very strange mix.

Tri Delt is no. 3 only because of house location - something established long ago. The girls in the house now are not worthy of consideration for living anywhere but inside a green garbage bag.
