absolutely. most chapters do invite only events, or just text girls they saw during primary that they want. PHA requires that chapters attend the open house even if they only plan to extend one bid, which is the case for most of the chapters participating. except for TPA ASA and DPHIE, i would say every other chapter doing informal will extend 1-5 bids each, and they likely picked those girls out during primary recruitment.
