Do the sororities have there list in before pref?

Every pnm who attends a pref is on that bid list somewhere, it's just a matter of final ranking, which is a chapter decision. Not every pnm they want will attend their pref, so they have to wait to see who they get back. After pref they submit their ranked list and it's up to the bid matching process and whatever quota turns out to be.
