The houses don't know if you SIP so they don't use that info to form their bid list. Your chances of getting a bid from that house are actually less than if you had ranked both your houses because if you rank both your houses and then end up not matching with either of them before they both reach Quota, then the algorithm tries to give you to your #1 house. You aren't guaranteed a bid when you SIP but if you don't get one at least you are eligible for a snap bid or a COB.
