I think Phi Tau is with ADPi, that's why Phi Psi will need to pay a fine to pair because they paired with SK for little 5 and ADPi is already taken, or if they don't want to pay the fine Phi Psi can pair with TPA or DPhiE

pike doesn’t have a pair yet but adpi reaches out to them. They have to pay fines to pair with SDT or TPA
