Forget about previous rankings. Old news is old news and times have changed. Evaluate each chapter based on the criteria listed and not last year's members or PCs.
Top Tier--because none of them are on probation or HAVE TO DO INFORMAL. Top chapters are those who have well rounded chapters: some looks, some brains, some personality without acting entitled.
Pi Phi, KKG, AXO, Gamma Phi
Upper Mid--because they are just not quite as well rounded as the above group, may have had to do informal at least once in the past year, may act a little less classy at times.
Alpha Phi, DZ, AEPhi, AXiD
MIddle-- solid chapters maybe known for academics or philanthropy, they just don't have the "it" factor of the previous 8. Some of them are on the rise, while some are on their way down (ZTA).
ZTA, KD, Theta, DG, AOII, ADPi, SK, AGD,
Lower--still pretty solid chapters, no scandals but then again nothing that really sets them apart from each other. The only house in this group to have an homecoming pair is Phi Mu. XO can't even fill their house. XO, TPA, ASA, DPHiE will be doing informal.
XO, Phi Mu, SDT, TPA, ASA, DPhiE
You may not like it. You may not agree, but last year really shook things up and it's time to stop letting some chapters skate by on past reps. Also time to give some credit where credit is due.

At Little 5 you couldn't tell any difference between ZTA, AXiD, AEPhi or KD. If those four chapters didn't have letters on you really wouldn't be able to tell them apart. ZTA has some really really really average girls and then some girls with pretty faces but no so great bodies (beer guts, think ankles, etc). ZTA has been what you give them credit for since 2016. Give it a rest.
