how to improve?

Okay so I know a lot of low tier fraternities that I have SO much fun at, but they are considered "low tier" because of something that happened a LONG time ago...like probably 7 years ago. Same with some sororities.
basically I have 3 questions: 1. How do low tiers BECOME low tiers? and 2. How do they raise themselves up into a higher tier? 3. Are rankings set in stone?

this is not focused on Pi Kapps. focus on answering the question haha.
But @To Explain: I don't get how pledge classes can help them pair with people like tridelt just in a few years? Is it just that when they got better pc's, more people went to their parties when they opened at midnight, and more ppl noticed them?
Because in my opinion, majority of frat parties are the same. From "top" to "bottom" I've had a great time everywhere.

i totally am with ya on this.
i've been to "lower" frats and i've had so much fun. honestly it's what you make of it.
If a snobby girl is going to a "lower" house and is assuming she won't have fun, she's not gonna like it.
tiers have been set in stone for a while. just look at the posts from 2009 or something in the other discussions. their rankings are fairly close to what they are now!

part was partially right, fraternities can move up through hard work, and Pi Kapp did rise dramatically to my knowledge, but the description of Pi Kapps nationally wasn't true. It may not have been the main point, but it was inevitably going to get called out.
