how does a sorority house move up in tier?

The only one I've seen "move up" is AGD and that's because they got a brand new house - which doesn't happen that often obviously.

agd hasn't "moved up", they're still lower-mid like they've have been for the past year.

AGD has definitley NOT moved up. A sorority moves up by getting a good PC and pairing better. doesn’t have to do with the house just the new pc they get

Houses have not moved up to me at at all. If anything they move down.
