social bids?

Under what circumstances might a fraternity offer a social bid? Sounds like athletes get social bids but are they only given out at rush or throughout the year?

We give out social bids to guys who have already pledged. Either guys who got kicked off campus and a lot of guys in the house know them or transfer students. But they have to earn it. If someone didn’t pledge they won’t get a social bid.
