off campus because..

I just want to know why the off campus fraternities are off campus.
And who decides (and how) which fraternity gets to come back on campus when a different chapter gets kicked out?

means kicked off campus, and you don't have to wait for someone to get kicked off to start a chapter or bring one back on, there isn't a quota. Generally the IFC just has to approve a fraternity colonizing.

When a chapter gets kicked and their property is available, any unhoused groups compete to get that property. Sororities seem to be more desired by property owners because there is less damage. But, for the frats, it's the ones with stronger nationals that seem to be able to negotiate a return.

There are x number of houses. Most owned by the fraternity itself thru a local housing corp. Some are owned by investors. The groups off campus need to wait for two things. 1) a house opens up and 2) they have the numbers to support the cost of the house.
