how can you say xo is going downhill but still put them high up?
xo has been the top for a long time, but they don't do much to keep that position anymore. they didnt get a great pledge class, they dont go out much, and they are pretty stuck up
id say
phi and kkg (kkg is more consistently good and phi has gotten some hot girls)
xo/theta (xo just needs to boost up a bit and theta is pretty blech as well)
axo (on their own we'll see where they take themselves)
zeta/kd (definitely looking better)
sk/pi phi (sk didnt do well this year and pi phi did better so that evened them out
gphi/dg (whatever)
sdt/aopi (also whatever)

XO is going downhill but it's still a great house because they were just so much better than everyone else.
Phi has consistently been the top house for years but they hit a bump in 09 because they got in trouble with their nationals and lost a lot of girls but since then they've proven themselves as a strong house.
AXO used to be a great house but their nationals have been strict with them since a tragic incident that happened at a different chapter. That might be why their last pledge class sucked so much.
Kappa has been up and down for years but they did do good this year. They wouldn't even be a top tier house if it wasn't for their fall 12 or AXO sucking last year cause their 2010 and 2011 were a big disappointment.
Theta is only liked by theta, theta aaand theta. They have some decent looking girls but most are just weird, awkward, boring and not to mention not that hot. Their spring 11 was the only decent class they've had in the last 3 years.
I had high hopes for zeta after fall 09 but they haven't done anything to prove themselves since then.
SK had an amazing fall 09 but those girls just don't know how to recruit. Most of their seniors look like a tier one house but the rest looks like a solid middle tier.
KD is slowly but surely going uphill
Gphi was getting better till this year
