1st off, don't look at the rankings on greekrank for accurate ranks, everyone self ranks themselves and gives other frats bad rankings, and it's gotten to the point that (for example) KA is ranked 3rd and SAE is ranked 11th, and thats obviously not true, no offense to KA haha.
There are the top houses of SAE, Pike, and Sigma Chi that are all in trouble but Pike probably has the best upside.
The next tier is middle and its diverse with Kappa Sig (probably closest to top), AEPI, Delt, Alpha Sig, and Theta Chi. All of them throw good parties and they're all on the rise, people can fit into any of them depending on how you are.
The bottom has KA, Beta, Delta Sig, ZBT, and the rest aren't worth mentioning.
Don't go off of name recognition, get a feel for houses you're interested in.
