Can anybody explain what the process would be for somebody who was in a fraternity freshman year at UT Arlington and is now transferring to UT Austin sophomore year? Do they just transfer into the fraternity or what?

... from one school to UT is usually possible IF you're dealing with fraternities. Sororities are stricter.

The better a chapter is at UT the less likely they are to accept you.

I suspect you'd have to be a pretty cool guy transferring into upper-mid chapters like ZBT and Delt even if you were a member of those UTA chapters, which don't exist. Sigma Chi actually is at UTA and is top tier, but UTA Greek life is so bad comparatively that you'd still need to actually show the UT chapter you fit in.
