help me choose

Someone please give me a good description on Delta Sig and Pi Kapp and help me choose between these two. I know they are lower tier but I want to choose between these two chapters.

Delta Sig is older, has a longer history at UT... but they have been down for a while. Pi Kapp is a little stronger.
