Why does Michigan lack a bar scene

How is Michigan one of the best schools yet our bar scene is so bad. All these other big schools have good Greek life but also a solid bar scene yet Ann Arbor has literally one undergrad bar (skeeps) and then Rick’s once you’re 21. It’s kind of sad
