Don't think anyone thinks of "top 8" and "bottom 8" like this. But it's pretty accurate otherwise. It's more like the tops (DDD/APhi), the next best (Kappa/SK/AXO), the middle (AEPhi, ADPi, DG, ChiO), and then the rest are mixed, but some had real good PCs (KD, Zeta, SDT) and most would put PiPhi and Deeph as the bottom two.
