Largely complete, yes. They can randomly be offered at varying times based on when folks may drop or deactivate. You should contact Panhel directly for a list of who may be participating. Some chapters seem to do it a little under the radar, however. AXO is an example, for instance. You can always try reaching out to chapters directly (email addresses in Panhel site) but you may or may not get a reply. While often the less competitive chapters publish COB's available the more competitive do, on occasion, have spots.

If I’m being completely honest, unless you have various good friends in a house, then only the houses listed on the fsl website. The axo example is rare, my roommate wanted it and said that so many girls asked anout cobs that they said they’d allow one. Lots of girls competed for that spot, and those girls had lots of recommendations, some middle tier houses might be worth emailing, but I’d stay clear of the upper houses (what axo did is very rare and doesn’t happen often)
Ur best bet is to ask ur close friends in sororities if their house is doing cobs bcause they’re more likely to know if it’s being done under the table, and without them vouching first you it’ll be hard to even get a coffee date
