COB stands for continuous open bidding. Only chapters under total can recruit members; so no, all will not participate. Chapters under total can recruit 24/7 except during periods of strict silence or during primary recruitment.

Chapters do not have to publicize that they are holding a former COB. Often times, bids are extended to friends of girls already in the chapter or the recruitment/membership chairwomen would meet with a PNM to discuss expectations.

Please do not try to COB if you cannot pay $900-$2000 dollars a year in dues or would not be willing to live in the sorority facility! It is extremely annoying to take the time to COB someone and then they drop as soon as they realize they have to pay a decent amount in dues.
