Typically the less competitive chapters that may not have made quota fall in that category. This may still be shaking out in the coming weeks. It is extremely unlikely the more competitive chapters will have COB/ snap bids to offer. If you signed the the bid agreement last night and then did not take the bid today you are not eligible for COB and would need to hang tight until the 1 year term has passed and rush again next winter if you are still interested in joining a chapter. To be eligible you would need to have dropped prior to preferencing last night/ not preferenced and withdrawn from recruitment.
