can you get a cob if you suicided?

If you suicided and did not get a bid from that sorority, you are eligible to attend COB events. Most chapters will not COB so it is not something that should be counted on.
If you signed your bid card and are placed in a sorority that you decide to drop, you cannot rush (COB events or otherwise) for another full year. That bid you signed binds you for one year to that group, whether you drop or not.
Regarding COB, it is only done by chapters who are under Campus Total (average chapter size). Generally, slightly less than half of the chapters will find themselves under total, and even then, may only be under total by a few so will have very limited spots to fill. The chapters that might have several COB spots to fill generally are the chapters that went into recruitment significantly under total already, and/or did not meet Quota (# each sorority can have in its pledge class) during the formal recruitment process. COB opportunities are few and far between, so a PNM has her best chance at placement during the formal process.
