does everyone entertain idea of rushing top tier

or do kids just know they won't get a bid, so they only target mid and low tier houses?

Not everyone rushes top tier although many do. The upper mid at Michigan are totally respectable and some guys rush those houses. Freshmen may also know friends in non top tier groups and rush those just because they already know guys there. I don't think many go in wanting to rush a low tier group though.
