Please explain how DU is "50/50"

Have you seen or heard about DU's new PC? That is how frats rise. Generally, frats with a good PC and a big PC, such as Phi Delt's fall PC are the ones that are on the rise, so DU is at least "50/50", although it can be argued that they are on the rise
