how much would being a legacy factor into recruitment?

Being a legacy can help you depending on what house you're a legacy for. For example, certain houses will have to keep you until pref if you're a legacy. However, if you are a legacy for a house like Kappa, Pi Phi, or Chi O, you HAVE to at least be pretty and fit in with their mold to be asked back. Being a legacy isn't enough

Absolutely true. I know a Pi Phi legacy who was dropped after the first weekend, who was super sweet and cute, but not a stereotypical Tulane Pi Phi

If your a legacy that wouldn't fit in with Tulane's chapter, they usually drop you early on in the process. That way you can focus your attention on finding your right fit, without bias towards the chapter you're a legacy at. Most national offices push chapters to recruit their legacies, but if you wouldn't like it or fit in with a house they understand. Nationals really hates it when a legacy gets to Pref Night and doesn't get a bid, but that rarely ever happens though

Absolutely true. If you wouldn't fit in with the chapter you're a legacy of, they'll drop you so you find another house. You have to fit the mold of the house.
