spring sorority rush

Probably - you'd have to check with Tulane's office of greek life to make sure you're eligible. Sign up for spring rush usually happens during the fall semester.
As for joining sororities - it helps to know the sisters, especially if you're already a sophomore going through rush. Taking a semester off could hurt your chances.
Unsolicited advice? I wouldn't take the semester off. At Tulane/in New Orleans you will have the most fun you'll ever have - get here as soon as possible.
