all sororities take legacies into account.

Different sororities consider different things legacies - some must be grandmother, mother, sister, whereas some allow aunts, cousins, etc.

for most houses, being a legacy should at least get you through the first round - but I wouldn't rely on your legacy status alone for a bid.
