They are bids extended to women who dropped out of recruitment prior to preference round. Example:
Sally dropped out of rush after the 3rd round. Sorority ABC was still inviting her back to their rounds. After bid matching, they still wind up with less than quota on bid day. They extend sally a Snap bid because they still liked what they saw from her in rush and think she would make a great member. They call Sally on bid day, tell her the deal, and she can either say yes or no. If she says yes, she goes to bid day like normal and no one has to know she was a snap bid other than her and the people on ABC's recruitment team.
Not to be confused with a Quota Addition.

Let's say, 750 girls go through recruitment. There are 15 sororities and each wants around 40 to 45 girls in their pledge class. 15x45=540 girls. The sororities drop 100 girls because of grades. Another 100 girls are dropped for looks and personalities. Another 100 girls drop out because they didn't get invited back to their favorite house. The sororities are now fighting over the same 450 girls. Not every sorority meets their quota because 450 divided by 15 sororities is only 30 girls. That is when snap bids come into play. The sorority now calls the girls who dropped to accept a bid. :-D
