obviously written by a DG or Gphi

Best overall:
Aphi/Theta/kappa/Dg

These really depends on personalities. Aphi and Kappa more similar in that they tend to be more standoffish, while theta and DG tend to be more laid back. Aphi's PC this year very cliquey and lots of drama. Kappa the same but to a lesser extent, overall more chill than Aphi. Theta's PC doesn't appear to be cliquey; they always roll up in herds and no distinct cliques. Same goes for DG, not too much drama.

Aphi kappa and theta tend to be friends with/hook up with top tier frats, whereas DG tends to hangout with more upper middle tier frats. Kappa theta and aphi have overall hottest PCs. Dg's past years have had very hot girls, but this year PC maybe only has a few knockouts.

whoever it was written by, it was clearly a girl who has been in the greek system for awhile. i think by best overall they aren't just referring to the typical "top four" or best return rate houses as your description does. it looks like it's written by an older girl in the greek system, talking about who girls get along with most in other houses. i would probably rename that category to "most approachable/ most well-rounded girls" and maybe add theta to that list. chi o, dg, and g phi seem to participate in other sororities and fraternities philanthropies more than kappa and aphi, and seem to be involved a lot on campus in other clubs. from a guys perspective, sure, kappa and a phi have a lot of standouts, and from girls' perspectives they definitely kill it during rush, but from a woman who has been in UCLA's greek system (and has experienced more than just recruitment) i'd say the OP's "best overall" is accurate after recruitment is said and done, in regards to the most outgoing/welcoming/approachable houses toward other women in the greek system, id agree that chi o, g phi, and dg definitely fit that description
