Houses that have strong, solid sisterhoods and respectable reputations as a whole- ChiO, GPhi, ADPi, AXO have a good balance IMO

I agree, from the girl's I've met Chi O and AD Pi are probably my favorites, and I also like theta. Don't know much about axo, but the few people I know from there give a pretty good impression.
