if SAE is truly off then thats that if they arent tho then the top house i would say in this order are
ZBT, SAE (really those are the top two and its just based on preference), then sig ep, then sig chi
if sae is gone then its ZBT, Sig Ep, Sig Chi
simple as that as far as the top tier goes.

That's not the top tier
Tier 1 is only four houses and they're ZBT, SAE, Sig Ep and Sig Chi

2nd Tier: Lambda Chi, Pi Kapp, Beta, Sigma Nu

From what I've seen/heard, these are the houses that are RISING (doesn't mean they're gonna be top tier, just means that they are slowly rising)

Sig Ep - rising thanks to great pledge class and the fact that SAE & ZBT were on probation earlier; extremely close to A Phi

Sig Chi - rising thanks to solid pledge class as well as the fact that SAE & ZBT were on probation; lots of attractive women at their parties

Lambda - rising thanks to pretty solid pledge class; extremely nice guys who have been throwing good parties; always a lot of people at their parties

Beta - rising thanks to solid pledge class; good looking group of guys; very close to G Phi; each pledge class is definitely getting better and better

Pi Kapp - rising thanks to solid pledge class; lots of out of staters from the South & east coast, very traditional and involved on campus

Theta Xi - rising thanks to pretty solid pledge class; a lot of Europeans and pretty boys; very talented (Zain) who helps the house out a lot thanks to his performances at the philanthropies

These are just the houses that I think are rising; All the other houses are either stagnant or falling. Feel free to comment if you disagree.

2012-2013 Year-End Ranks:

There are only a total of 19 IFC fraternities at UCLA. I'll discard one of 'em, Alpha Gamma Omega, cause they're a "specialty fraternity" (and, if I didn't, they'd be vying with Triangle for lowest-rep house). That leaves 18 houses which can evenly be divided by 6 into "Tier 1," "Tier 2," and "Tier 3."

Without ranking individual houses within each Tier:
1. Tier 1: SAE, SigChi, SigNu, SigEp, SigPi, ZBT
2. Tier 2: Beta, Lambda Chi, Pike, Pi Kapp, Theta Chi, Theta Xi
3. Tier 3: AEPi, DeltSig, DTD, Theta Delta Chi, Triangle, Phi Delt

What's interesting is that half of the 12 houses that have the most posters ranking them on Greekrank are Tier 1. This makes sense because they're the most visible houses.

The other six house with the most posters ranking them are mostly Tier 2 houses jockeying for position on this site by both ranking other Tier 2 houses down and themselves up (as is also demonstrated in the posts above). This is borne out by the fact that most of the Tier 3 houses have very few posters ranking them because they're not perceived as worthy of trolling.

SigNu and SigPi are the most vulnerable of the Tier 1 houses; either or both could be supplanted by Tier 2 houses in the next year or two (or by Phi Psi, whenever it gets re-chartered).

Feel free to disagree, but this is as close to an objective view of this school year's ranks as you're gonna' get here or anywhere.
