can juniors rush?

I'm transferring to UCLA and starting in the Fall, coming from Syracuse. I'm not in a sorority at SU, but since I'll be a transfer I want to meet new people obviously and make friends. Since I'll be a junior, would houses still give me a bid or no? I'm also most likely spending an extra year at UCLA so it's almost like I'm a sophomore in the sense that I'll be here as long as a sophomore would...
